Job Description :
To manage the team responsible of developing the Commissioning of Pipelines, Production Facilities, and interfaces with existing facilities associated to project EPF 120 MBOPD Early production Facility for Ratqa and Abdali- North Kuwait. He will receive the facilities at their Mechanical Completion, will participate with the General Contractors in planning and supervising the Pre-Commissioning phase, and will be fully responsible for planning and executing the Commissioning Phase, Performance Tests, and handover to Operations. The successful candidate will have experience in managing and leading successful commissioning teams for grassroots production facilities, including production networks, oil and gas separation, oil dehydration, desalting and stabilization, vapor recovery units and gas compression, produced water treatment, custody transfer measuring devices, and gas turbines. Candidate must be formally qualified in an engineering discipline preferably with a process engineering background. Must be articulate, an excellent communicator, experienced in writing strategic documents, procedures and reports. The candidate must be proficient in all aspects of safety management and HSE procedures that are part of commissioning management. Key aims and objectives • Enforce compliance of Safety during the Commissioning phase. • Enforce compliance of Contract with final client. • Participate in planning and control of Pre-Commissioning activities. • Produce a fully integrated commissioning strategy. • Execute Commissioning Procedures. • Specify consumables and track their purchasing. • Administrate the use of commissioning spare parts. • Develop the commissioning strategy in an efficient manner to guarantee the achievement of company objectives in terms of safety, schedule, budget, and equipment performance. • Identify systems commissioning priorities and safety requirements. • Plan and develop Equipment and System Performance Tests. • Coordinate the preparation of As-Built drawings. • Develop contingency plans. • Interface with equipment vendors. • Interface with personnel of HSE, and Operation personnel of existing facilities • Review the 3D model for compliance with the commissioning and start up requirements and for accessibility and operability. Prime responsibilities and duties • Develop a project commissioning strategy document for a grass roots project in North Kuwait. Facilities comprise oil and gas production network, oil treatment, gas separation and compression, oil and gas pipelines, high pressure water injection network, and associated utilities, and oil and gas pipelines. • Lead a small team of commissioning engineers and technicians. • Liaise with clients HSE, Operation, and Management team. • Future opportunity also exists to take up Plant Operation and Maintenance Management role during execution phase of the project.
Desired Candidate's Profile
Profile • Bachelor Degree in Engineering. Process engineering background. • Experience as a Commissioning Manager of two oil and gas projects of similar size. • More than 15 years of experience in developing projects for the Oil and Gas industry. • Commissioning manager of two or more Oil and Gas projects of 80 MM US$ • Must have ability to prepare and write commissioning strategy documents • Must be totally familiar with completions and commissioning management systems. • Ideal candidate would have experience in engineering, procurement, construction, operation and maintenance. Personal qualities and skills • Excellent communication and interpersonal skills • Good report writer • Ability to lead and manage a team • Client relationship management skills • Highly committed to safety. The role will be supported by team of 4 commissioning engineers, 4 technicians, vendor representatives, and the future O&M personnel. He will be required to develop pre-commissioning and commissioning organization charts and procedures for the facility
