Our Client, based in Doha, QATAR, is seeking qualified staff for their HSE Department. These are all URGENT positions. Closing date is the 31 March 2013. All positions are married / single posts and offer excellent packages with above average tax free salaries, housing, transport and mobiles. Also included in the package is:

Preference will be given to Applicants who have worked in QATAR for companies such as Ras Laffan, Dukha or any Oil & Gas project / site. Please note that should you be currently employed in QATAR, you MUST be able to be released from your current Employer. Second preference will be for Applicants who have worked in any GCC country, Far East, Malaysia, Indonesia etc in the Oil & Gas industry.

1. Basic Function:
Develops and implements a comprehensive Process safety Program (LPP) to ensure workplace safety, and compliance with relevant project LPP philosophies & design basis, codes of practice and petrochemical industry engineering standards. The LLP comprehends but is not limited to Policies & Procedures; HAZOP\WHAT IF\Safety Reviews; 3D Model Reviews; Contractor Safety; Safety Audits & Inspection; Incident\Accident Investigation; Risk Assessments; Safety Training Emergency Response Procedures and drills; and development of Safety\Fire Fighting Equipment Standards.

2. Task And Duties:
a. Provide expert opinion and support activities in Process Safety Engineering.
b. Provide Process safety input and review during early project planning (i.e. Preliminary scoping FEED, post FEED), Detailed EPC stage, and Commissioning and Start-up stage)
c. In conjunction with Environmental Engineers, monitors the total environment to ensure that air, water and land pollution is within applicable State of Qatar and international regulated limits.
d. Review and endorses Management Of Change requests (MOCs) and consult with Sub-project Process safety Engineers (LPEs) and the functional groups within venture partners, facilities & process engineers, Operations & Maintenance to ensure that Plant\Field integrity and safety is maintained
e. Review the plant facilities to ensure that modification and new construction comply with relevant standards and design parameters with regard to safety and fixed fire protection systems. Reviews the criteria and technical designs from the Projects and Engineering Departments to ensure they meet with the current standards, i.e. NFPA, API, etc.
f. Inspects and evaluates work methods for optimum performance with regard to work safety methods in compliance with company standards and procedures. Analyses from safety engineering\design framework, and support in the development of solutions to reduce hazard potential to Company resources of material, people and time. Includes monitoring the status of safety and fire functions such as movement of stocked material, mooring of ships, lifting of pumps as well as the competency of crane, vehicle and machine users.
g. Reviews procedures and systems of work and analyses statistics to produce trends of accident analysis and environment effects off the worker. Assists with the development of computer aided techniques\data bases for recording and analysis of safety performance. Applies quality control techniques to safety in the work place to protect the Company’s human resources.
h. Represent Process Safety and provide support to the Human Factors Specialist in the all the subprojects 3D model reviews.
i. Co-ordinates activities with RLIC Fire and Security Departments and Safety Officers as required. Assists in development general safety and specific procedures and manuals, handbooks, etc. as required.
j. Assists in developing and supervising plans to cover major emergencies or disasters, ensuring all contingencies are covered. Involves liaison with departments to co-ordinate the required training if employees and develop a schedule of regular safety drills. Participates in the establishment of mutual aid organization covering company operations. Ensures departments adhere to all safety rules and regulations.
k. Carries out other similar or related duties such as maintaining various data and information on a variety of safety issues and produces activity or ad hoc reports to keep management informed. Works closely with Project Risk Coordinator and Construction SHE Supervisors to provide technical advice on Safety and Fire Prevention\protection matters.
l. Assists QSTec HSE Manager in forecasting and preparation of annual budgets for Manpower, Expense, and Capital expenditures.
m. Provides administrative assistance to SHE Manager on various issues and substitutes as Acting HSH Manager on as required basis.
n. Participate and represent HSE Department in the construction planning activities at the EPC contractor’s office to help align the construction plans with safety and operations needs and to coordinate construction schedules with Pre-Mechanical Completion Schedules.
o. Responsible for the support of Company Safety, Environment and Quality policies and programs, and carrying out specific duties and responsibilities related to his job as spelled out in Management system documentation, policies, procedures, local documentation, Management System Manual, Safety Manual and other related documents.
p. Coordinates and participates, as required, in accident & incident investigations, reporting, follow-up and tracking of incident within project areas.
3. Minimum Requirements:
a. Bachelor’s Degree in Chemical, Mechanical, or Safety Engineering. Master degree in the Chemical or Safety Engineering is desirable.
b. 10 years’ experience in industrial safety and process safety in the oil and gas industry with special emphasis on Risk Assessment, Safe Systems of Work and Emergency Procedures.
c. Very good command of written and spoken English and good PC knowledge.
d. Good organizational, communication, and supervisory skills.
