- Review proposed changes and prepare new or updated cost estimates, as required.
- Develop and maintain estimating reference data and indices to assist in calculation of depreciation, cost of schedule acceleration, inflation, value engineering/value management, location factors and calculation of contingency.
- Participate in the procurement process through provision of fair-cost/should-cost estimates and the review of tender cost data.
- Perform engineering economic analysis of cost estimates and costing data.
- Gather cost estimating and back up data and generate estimate analyses, metrics and reports that will be effective in gauging the effectiveness of the cost estimating process.Measures of Success:
- Performance of cost estimating process requirements within or exceeding established system quality requirements, reporting and completion timeframes and metrics.
- Meet established Key Performance Indicators (KPI).
- Positive 360 degree feedback from Project Managers, the executive management team, the Client and Stakeholders.
Skill and qualifications:
- BA/BS in a relevant engineering or business/financial discipline or an equivalent of education plus experience.
- Fifteen or more years experience preparing cost estimates on major construction projects in highly regulated environments.
- Professional certification in Risk Management, Cost Engineering/Quantity Surveying or Project Management.
- Cost estimating experience in a major (multi-£b) public sector programme environment.
- Engineering or business management background with practical experience in estimate preparation, analysis and reporting.
