Experience:
• Experience of working in multinational- multicultural environments.
• Minimum of 15 years experience post graduation in Refinery and/or Petrochemical Industries for project engineering and design, development, construction followed by commissioning and operations. Candidate must have proven ability of working closely with and/or directing contractors in FEED/PMC/EPC environment of large size.
Minimum Qualifications and Knowledge:
• BSc. in Engineering Discipline
• Significant knowledge in engineering technologies utilized in downstream assets and a strong awareness of project economics and contracts negotiations.
Purpose of the Job
• Lead the project cost control plan in accordance with project requirements towards the development of a large Greenfield Petrochemical or combined Refinery/Petrochemical complex subject to budget, schedule and cash-flow. Participants in Multi-disciplined studies during the early phases viz., feasibility, option selection, and Concept Studies, etc. Prepare and co-ordinate the development of project cost estimates and project execution plans. Prepare/Maintain project schedule and costs. Monitor, analyze and forecast project costs throughout project phase. Identify deviations from scope, Establish job-specific code of accounts, in accordance with the standard policies and procedures which forms the basis for detailed level cost control and reporting. Document the parameters and assumptions for cost estimates and plans.
• Definition and execution of cost control components of project subject to budget, schedule and quality through the various phases of basic design, detailed design, construction, commissioning and start-up.
Main Duties and Responsibilities
• Understand the project budget and scope and Monitor project development; Identify risks and prepare plans for corrective actions.
• Work closely with other Project Development Engineers to ensure alignment of work across the project. Develop the cost control strategies, negotiate and administer contracts assuring that the projects result in profits and added value for the company.
• Review bid proposals from FEED, EPC companies and provide discipline input to bid evaluations.
Performance
• Responsible for the Cost Planning for all project activities, the evaluation of contractor work submissions and project schedules and the updating and variance analysis of performance statistics.
