Our Client, based in Doha, QATAR, is seeking qualified staff for their HSE Department. These are all URGENT positions. Closing date is the 31 March 2013. All positions are married / single posts and offer excellent packages with above average tax free salaries, housing, transport and mobiles. Also included in the package is:

Preference will be given to Applicants who have worked in QATAR for companies such as Ras Laffan, Dukha or any Oil & Gas project / site. Please note that should you be currently employed in QATAR, you MUST be able to be released from your current Employer. Second preference will be for Applicants who have worked in any GCC country, Far East, Malaysia, Indonesia etc in the Oil & Gas industry.

Basic Function and Scope:

Plans and provides guidance and direct support to Project, Operations, Maintenance and Engineering personnel on environment protection policies, standard procedures and practices to the operations, personnel, contractors and the general environment.

2. Tasks and Duties:

a. Participates in the development and communication of environmental protection policies for all operations including the specific areas of workplace health protection, environmental protection, waste management and hazard reviews.

b. Develops Environmental Procedures as part of the Health, Safety and Environmental Policy and Procedures Manual, and maintains and updates on a continuing basis, as changes or new concerns arise in the future.

c. Conducts a regular systematic review of facility designs to identify and address potential environment impacts. Also may participates in various HAZOP studies with other engineers/personnel as assigned. Uses various international standards such as World Bank and World Health for environmental protection.

d. Establishes a monitoring program in conjunction with operations for the monitoring of emissions and discharges from equipment, monitoring, ambient noise surveys, on-line monitoring, seawater/effluent monitoring, etc.; determines, recommends and implements procedures, techniques and reporting procedures to carry out the environment monitoring programs.

e. Carries out a waste control program which identifies procedures for handling wastes and provides input to design and operating decisions involving the generation of user waste, problematic wastes and increased waste volumes to better control the impact on the environment. Performs site studies and uses computer simulations to control discharges, emissions (d above) and wastes.

f. Drafts procedures to monitor and control the potential impact of operations on the environment, e.g. the impact on sea life around the port, marine facilities and ensures compliance with established company environmental standards.

g. Prepares various official applications to Government regulatory authorities in Qatar for Environment, workplace health protection and waste management matters requiring official sanction.

h. Acts as the focal point on environmental matters and advises Management in conjunction with Supervisor on emerging environmental issues and presents recommendations to address these issues.

i. Keeps abreast of new technology and developments in the environment engineering field and recommends new methods or products which will benefit the Company and its operations.

j. Maintains a library of current environmentally related Qatari laws and regulations, international standards and industry practices.

k. Responsible for the support of Company Health, Safety and Environment policies and programs, and carrying out specific duties and responsibilities related to his job as spelled out in Management system documentation, policies, procedures, local documentation, Management System Manual, Safety Manual and other related documents.

Minimum Requirements:

a. Bachelor Degree in an Engineering or Science discipline with extensive university or industrial training in environment studies and holder of a DEE or OEP certificate or equivalent is desirable.

b. 8 years’ experience directly related with at least 4 years in the Petrochemical, Oil & Gas industry.

c. Very good written and spoken English.

d. Computer literacy, involving the regular use of data base and spreadsheet software.
