Our Client, based in Doha, QATAR, is seeking qualified staff for their HSE Department. These are all URGENT positions. Closing date is the 31 March 2013. Job Description
Main Objectives
• To assure the application of Project Standards and Project Guides as agreed in the PAP;
• To assure the minimum scope definition that fits the needs of the business and the optimization of the asset value chain;
• To assure that the project is ready to proceed to the next phase;
• Develop, implement and follow-up of a Company Integrated Management System
• To facilitate lessons learned from other projects and provide experience sharing;
• To ensure alignment between project team and stakeholders with the agreed premises document that will guide further project development;
Tasks
Develops and maintains a dynamic system of measurable Quality Management parameters to accurately track non-compliance issues and identify areas in need of improvement and recommends to HSEM on methodologies to implement any required improvements.
Conducts ongoing systematic reviews of the work processes and facility to identify and address quality concerns and quality regulatory non-compliance issues from the governing standards, guidelines and regulations. Leads and participates in various quality studies and meetings with different agencies and organizations as assigned. Uses various international standards for the establishment of quality management programs and to support quality compliance.
Establish a framework in order to implement the development and communication of Quality Management policies for all operations, including the specific areas of standardization, customer satisfaction, compliance requirements to international quality standards, certification audits and their management and prepares regular reports on quality performance.
Manages the planning, roll out and conducting of an annual internal audit program against the scope of ISO 9001 Quality Management, ISO 14001 Environmental Management, ISO 17025 Laboratory Management and OHSAS 18001 Occupational Health and Safety Management systems.
Manages the development and conducts training programs to Company employees in the quality management system involving team building for the Quality Circle members. Manages the development of orientation programs aimed at promoting quality awareness among personnel, and in all of the above, assesses program effectiveness and updates as necessary.
Manages the review of procedures and analyzes data to produce trends of quality improvement in the organization and its effects on workers, equipment reliability, and property. Provides guidance with the development of computer aided techniques/data bases for recording and analysis of quality performance. Apply quality control techniques in the work place to protect the Company’s human resources and assets.
Manages the establishment and maintenance of quality management matters of the associated Management System, interfacing with Group/Department Managers and Section Heads to advise internally on these issues.
Acts as a focal point with, advising HSEM on quality, standardization and certification related matters.
Initiates, manages and directs specific Quality related projects with respect to the continuous improvement of the organization.
Minimum Requirements:
Bachelor’s Degree or its equivalent in an Engineering or Science discipline, or an equivalent qualification – relevant to the Quality discipline.
Be a Qualified IRCA – Auditor on the ISO 9001:2000 standard, and have attended a number of specific Quality training courses.
Minimum 10 years hands on experience in a quality management environment – in a Supervisory capacity, preferably at least five of those years within an oil and gas industry or petrochemical plant.
Excellent written and spoken English, and communication skills.
Very good computer literacy, involving the regular use of database, spreadsheet and presentation software.
