The Embassy of Sweden in Cairo is responsible for the follow-up of the Swedish Middle East/Northern Africa (MENA) regional development cooperation program in the areas of democratic governance and Human Rights. A regional programme officer from the Swedish International Development Cooperation Agency, Sida, is based at the Embassy. In order to reinforce the Sida presence in the region, the Embassy is recruiting a second regional programme officer for democratic governance and human rights locally. This post is open to Egyptian nationals as well as to other nationalities from the region with a permanent residence in Egypt. The starting date is 1 July 2009.
The regional programme officer will be a member of the staff of the Embassy and will work under the authority of the Ambassador. The post is also part of the Iraq/MENA team at Sida and will report to the team director based in Stockholm. Team members also work at the Swedish Embassies in Amman and Baghdad. The regional programme officer is expected to contribute to the global Sida staff learning network on empowerment, including democratic institutions, gender and Human Rights
Job description
• Follow the development in the field of democratic governance and Human Rights in the MENA region through contacts, travels and studies
• Identify and assess possible co-operation partners and programs and provide recommendations for decision
• Monitor and follow up on-going programs supported including conducting annual review meetings and field visits
• Maintain a dialogue with partners on results for poor people and a rights based approach
• Initiate follow-up studies and evaluations of on-going regional programs
• Engage with other actors relevant to the Sida programme, including civil society at local, national and regional level, governments, UN agencies and research institutes or think tanks
Qualifications
•An advanced University degree
•Professional experience of at least 7 years including a working experience from an international organization-governmental or private-programme manager or equivalent in the areas related to governance and human rights
•Knowledge and experience of the project management cycle, planning and follow-up methodology including conducting dialogue with partners in line with adopted policy and strategy
•Knowledge and experience from policy work in areas of governance, democracy and/or Human Rights
•Knowledge and experience of engaging with main actors in development, including government and civil society organisations
